Sit with that for a second. The CEO of one of the largest technology companies on earth, a man who controls the communication habits of a meaningful chunk of humanity, published a manifesto in 2026 warning that advanced AI could end up controlled by a select few companies, institutions, or governments. Alongside it, Meta shipped a new open-weight model called Muse Glimmer, built with the stated goal of running on local devices so that superintelligence gets distributed rather than hoarded.

I review AI tools for a living. My job is to figure out what a product actually does versus what the launch post claims it does. And this launch is unusual, because the product and the philosophy are pointed in the same direction for once. Weights you can download and run locally are, mechanically, a distribution of capability. That is not a marketing claim. That is a file on your hard drive.

Why the local-device part matters more than the manifesto

Every AI company in 2026 has an opinion about safety, openness, and the future of humanity. Opinions are free. Model weights are expensive. When a company releases weights that are designed to run on hardware you own, it gives up a specific kind of control: it can no longer meter your usage, silently swap the model underneath you, log your prompts, or turn the thing off because your account tripped a policy filter.

That last point is the one nobody in the enterprise world talks about enough. If your product depends on an API endpoint controlled by a company that competes with you, you are a tenant. Local weights make you an owner. Meta’s stated framing is about balancing power to favor individuals, and whatever you think of the messenger, that framing describes a real difference in how software behaves.

Meta also has obvious self-interest here. Open weights commoditize a layer that competitors sell at a premium. If nobody can charge much for a capable base model, the value shifts to distribution, hardware, and the applications on top, which is territory Meta already occupies. A strategy can be genuinely useful to you and genuinely useful to the company at the same time. Those are not mutually exclusive, and pretending otherwise is how people end up making bad procurement decisions.

The credibility problem

Here is where I have to be honest about the tension. A warning about power concentrating in a few institutions lands differently when it comes from someone running one of those institutions. The argument is not wrong because of who is making it. But it is incomplete. Open weights distribute the ability to run a model. They do not distribute the ability to train one. Training frontier systems still requires capital, chips, data, and energy at a scale that a handful of organizations can access.

So the distribution is real at the inference layer and still very concentrated at the creation layer. You get to run the model. You do not get to decide what the next one is, what it was trained on, or what values got baked in during post-training. That is a meaningful limit on how much “distributed” actually distributes.

The risk conversation is not fake

CBS News covered the potential downsides of open models in the same news cycle, and that coverage deserves to be taken seriously rather than dismissed as reflexive fear. Weights you can download are weights anyone can download, including people you would rather not hand capability to. Safety training can be stripped. There is no recall button.

My read is that this is a genuine tradeoff and not a solvable problem. Closed models concentrate risk in a small number of accountable-ish organizations. Open models spread risk across everyone. Both approaches have failure modes. Anyone telling you their side has no downside is selling something. Zuckerberg is making a bet that concentrated control is the worse long-term danger. That is a defensible position. It is also a position with victims if he is wrong, and he will not be the one bearing the cost.

What I would actually do with this

If you build products on AI, treat Muse Glimmer as an option worth benchmarking against whatever API you currently pay for, especially if your workload involves sensitive data or predictable, high-volume inference. Local execution changes your cost structure and your privacy story in ways that a hosted endpoint cannot match.

If you are evaluating the philosophy rather than the product, apply the standard I apply to every launch. Judge the artifact, not the announcement. The manifesto is a set of arguments you can agree or disagree with. The weights are a thing you can test, break, and measure. One of those is verifiable.

Download it. Run your own evals. Form your own opinion about whether the distribution rhetoric holds up under load. That is the entire point of open weights, and it is the one part of this story that does not require trusting anybody.
